Before transferring to the Philadelphia office, Rochon worked at the FBI's Omaha and Chicago offices. In October 1984, Rochon charged in an equal employment opportunity (EEO) complaint filed with the FBI that fellow FBI employees at the Omaha office subjected him to racial harassment.
