Bowen, M.D., Secretary of Health and Human Services (the "Secretary") has moved pursuant to Rule 12(c), Fed.R.Civ.P., for judgment on the pleadings affirming the Secretary's denial of Supplemental Security Income ("SSI") to plaintiff Paula Vargas ("Vargas") and dismissing the complaint.
