How much cocaine is in a kilogram? The answer "1,000 grams" is almost certainly wrong, because no sample of "white powdery substance" (the jargon of police reports) is 100% pure. And a dealer's offer to supply a customer with one kilogram means "one kilo, more or less, of a substance containing cocaine more or less pure". A judge imposing sentence might think that the "more or less" is more or less irrelevant: the gravity of the offense...
