On September 9, 1985, three-year-old Anthony Ruffino drowned after a car owned by Richard Hinze, his maternal grandfather, rolled into Lake Michigan from the Chicago Park District's Montrose Harbor sailboat storage area. Anthony's parents, Gerald and Pamela Ruffino, filed suit against the Chicago Park District (District) and Richard Hinze, alleging that their negligence was the cause of Anthony...
