MEMORANDUM OPINION AND ORDER

ASPEN, District Judge:

Plaintiff James S. Grays brings this three-count action under 42 U.S.C. § 1983 against defendants Donovan Bartelt, Thomas Stein, Fred Breen and the City of Joliet.
