This is an action for attorney's fees under the Handicapped Children's Protection Act of 1986 (HCPA), 20 U.S.C. § 1415(e)(4)(B). Plaintiff's attorney, Gary Buchanan, Esquire, asserts that his client was the "prevailing" party on the merits within the terms of the Act and therefore that the plaintiff is entitled to an award of reasonable attorney's fees.
