FACTS OF CASES

In these consolidated cases, the State of Washington Department of Licensing revoked the driver's licenses of Michael Gonzales and Lisa Jo Tomkins for refusing to submit to a Breathalyzer test after being arrested for driving while intoxicated. Mr. Gonzales and Ms. Tomkins challenge their respective license revocations, claiming that they were not properly advised of their implied consent rights concerning the taking of this test...
