This is an appeal by the Commonwealth from a decision of the Appellate Division of the District Court vacating a finding by the Cambridge Division of the District Court Department that defendant George Sasu was "responsible" for failing to file a motor vehicle accident report as required by G.L.c. 90, § 26 (1986 ed.), and ordering that a finding of "not responsible" be entered.
