This case presents two questions under the 1975 Rent Escrow Act (the Act) — Md.Code (1988 Repl.Vol.), § 8-211 of the Real Property Article:1

1. Does the District Court have jurisdiction (under § 8-211(n)(5)) to order payment of the rent escrow fund to the tenant, if the tenant has failed to request a hearing for that purpose? 2. May a court order payment of the escrow fund to the landlady...
