On September 29, 1983, plaintiffs filed three claims in circuit court against defendants, alleging that defendants, acting in their official capacity, violated plaintiffs' constitutional rights under the Fifth and Fourteenth Amendments to the United States Constitution. Defendants are all officials of Klamath County. The alleged harm to plaintiffs occurred when defendants determined that plaintiffs' property was no longer qualified for a tax deferral...
