In 1982 (L 1982, ch 349), New York adopted Multiple Dwelling Law article 7-C (the Loft Law) in a comprehensive effort to regulate and "legalize" the large numbers of lofts in commercial and manufacturing districts which had been illegally converted to residential use and did not comply with the Building Code, Multiple Dwelling Law, or statutes and rules governing minimum housing standards (Multiple Dwelling Law § 280).
