Rachel T. is the six-year-old daughter of George and Kathleen T. In August of 1987, a master determined that Rachel was a Child in Need of Assistance. Rachel's parents filed exceptions to the master's decision, and after a de novo hearing, the Circuit Court for Carroll County reversed the master's decision.
