The Education for All Handicapped Children Act of 1975 (EAHCA) (20 U.S.C. § 1400 et seq. (1976); see also 20 U.S.C. § 1400 et seq. (1982 & Supp. IV 1986)) provides for the Federal government to distribute funds to States to assist in paying costs of educating handicapped children but requires recipient States to adopt policies to provide those services...
