This is an appeal from a take-nothing judgment of the District Court which included a review of a determination by the United States Army Corps of Engineers denying a request for a permit to fill and construct on a lot owned by Harry Bowles. Bowles also filed a Bivens1 action, seeking a determination that the Corps' actions constituted a taking of his property in violation of his First and Fifth Amendment...
