The facts before us are undisputed. Albertson's, Inc., sought a zone change of property located at 37th and Grand in Spokane in order to construct a combined food and drug super store. The zone change was vigorously contested by adjacent home owners in the area, including appellants Woodward and Murphy (herein Appellants).
