The question presented is whether the District Court1 erred in dismissing the complaint as barred by the discretionary function exception, 28 U.S.C. § 2680(a), of the Federal Tort Claims Act (FTCA), 28 U.S.C. §§ 1346(b), 2671-2680 (1982). We affirm.
