OPINION

HUSPENI, Judge.

The City of Annandale carried out an investigation of William Ledwein, appellant, regarding allegations of incompetency and misconduct in his position as Annandale Chief of Police. Subsequently, at a closed meeting, the city council reviewed the investigative report and passed a resolution to discharge him. Appellant, a veteran, requested a hearing in accordance with the Veteran's Preference Act.
