Some 15 years ago the Legislature, spurred by "a dramatic increase in the number of crimes perpetrated with handguns and a concomitant increase in the number of deaths and injuries caused by persons carrying handguns on the streets who were `inclined to use them in criminal activity,'" enacted "strong handgun control legislation."
