This is an appeal of a Trial Court decision affirming the Louisiana State Racing Commission's suspension of Amos LaBorde's owner/trainer license for four months.

In February 1987 members of the Louisiana State Police Racing Investigatory Unit conducted a search at Delta Downs Racetrack and discovered numerous syringes, needles and injectable vials in a barn assigned to LaBorde. The racetrack stewards charged LaBorde with a violation of the Rules...
