These are consolidated appeals from a judgment of the United States District Court for the District of Columbia, dismissing suits seeking to compel the Secretary of the Interior (Secretary) to issue to the appellants leases to mine phosphate in the Osceola National Forest in Florida. 630 F.Supp. 621 (D.D.C.1986).
