Petitioner is the exclusive collective bargaining representative for employes of the Oregon Liquor Control Commission (OLCC), including liquor enforcement inspectors. After unsuccessful collective bargaining negotiations, petitioner filed a request with ERB to initiate binding interest arbitration, which is available when the bargaining unit includes employes who are prohibited from striking.
