BURKE, Justice.

Charles Degnan was terminated by the Bering Strait School District after the State Commissioner of Education refused written approval of his employment contract, as required by AS 14.14.140(a). Degnan challenges the termination both substantively and procedurally, claiming that the decision to terminate was based upon an invalid regulation, and that the termination itself was carried out...
