Petitioner, Pro Farmer Grain, Inc., appeals from the district court's dismissal of its petition for judicial review of "preliminary, procedural or intermediate agency action" pursuant to Iowa Code section 17A.19(1) (1987). The only issue presented is whether the district court correctly concluded that petitioner had not exhausted all adequate administrative remedies.
