When respondent Neal Lemon won $100,000 in the California State Lottery, appellant County of Contra Costa sought reimbursement for payments it had made on behalf of his minor child and asked that he be ordered to pay child support in the future. The trial court ruled that Lemon's lottery winnings were property, not income for purposes of calculating his child support...
