Rodriguez-Burgos ("Rodriguez-Burgos" or "the plaintiff"), brought an action pursuant to 42 U.S.C. § 1983 and Puerto Rican law against defendants, Puerto Rico Electric Power Authority ("PREPA" or "Authority") and certain PREPA officials.
