William E. Gran appeals pro se from the circuit court denial of his "Petition for Redress of Grievances." He seeks a writ of prohibition to prevent the enforcement of certain conviction judgments rendered by the Pulaski County Municipal Court, or a writ of mandamus to direct a new trial, or a writ of certiorari to certify the record for appeal.

On March 20, 1984, Mr. Gran was convicted of driving without an operator's license in violation...
