The wife and children of Angel Rivera brought a suit against the United States under the Federal Tort Claims Act, 28 U.S.C. §§ 1346, 2671-80 (1982). They claimed, among other things, that personnel at the Veterans Administration hospital in San Juan negligently treated (or failed to treat) Angel Rivera and that their negligence led to his suicide.
