Appellant William Hicks was convicted in the United States District Court for the district of New Hampshire of attempted extortion under the Hobbs Act, 18 U.S.C. § 1951. Proko in exchange for a guarantee that he would secure the approval by the Salem Town Planning Board of Proko's...
