Richard Ray McMannis is presently serving a life sentence in West Virginia because that state has adjudged him a recidivist. He has filed a petition for post-conviction relief in the Circuit Court for Allegany County, Maryland, challenging the validity of an earlier conviction in that court, which he contends was used by West Virginia as a necessary predicate for his enhanced sentence.
