In this expedited appeal, we review a summary judgment removing from the November 1988 general election ballot an initiative that would establish a separate community college system within the state government and require the University of Alaska to transfer property to the new system. The superior court held that the initiative would make an appropriation, violating AS 15.45.010 and article XI, section 7 of the Alaska Constitution...
