Petitioner was convicted of armed bank robbery and conspiracy in June 1986; he was sentenced in July 1986. In July 1987, having pursued and been denied relief on appeal and under Rule 35, Petitioner filed a motion under 28 U.S.C. § 2255 to vacate his conviction and sentence. That motion was denied by order of this Court dated September 15, 1987, Baranow v. United States,
