The Legislature has provided alternative methods for transfer of property between school districts under specified conditions when property within one school district is annexed to a town or city which is within a second district. Transfer is discretionary when sought by the second school district. Transfer is mandatory when the annexed territory contains no school or school site and 75 percent or more of the registered voters within the territory...
