This is an appeal from an order denying a temporary injunction. The trial court concluded that appellant had an adequate legal remedy that appellant had not proved immediate and irreparable harm or that success on the merits was likely; that an injunction would pose an undue hardship on respondents; and that the administrative burden placed on the court dictated that an injunction should not issue.
