The complaints in these consolidated civil actions allege that defendants violated plaintiffs' constitutional rights by terminating their employment with the West Virginia Treasurer's Office in January of 1985. This matter is before the court upon defendants' motions for summary judgment pursuant to Rule 56 of the Federal Rules of Civil Procedure.
