The Federal Trade Commission ("Commission") brings this action against AMREP Corporation on behalf of allegedly defrauded purchasers of land, under Section 19(a)(2) of the Federal Trade Commission Act. 15 U.S.C. § 57b(a)(2). The complaint seeks redress for those purchasers. Both sides move for partial summary judgment contending that certain claims or issues have been bindingly adjudicated by prior litigation...
