In these cases, the Railway Labor Executives' Association and a number of the unions which make up its membership seek to enjoin certain employee drug-screening procedures which have been put in place unilaterally by the Port Authority Trans-Hudson Corporation ("PATH") and Metro-North Commuter Railroad Company ("Metro-North"). Plaintiffs assert entitlement to summary judgment on the basis of the Railway Labor Act...
