This is an action for injunctive relief, damages and reinstatement pursuant to 42 U.S.C. Section 1983. The 144 plaintiffs, members of the Police Force of Puerto Rico, allege they were transferred within the Puerto Rico Police Department because of their political beliefs and affiliation with the New Progressive Party (NPP), in violation of the first and fourteenth amendments to the United States Constitution.
