This appeal arises from a judgment rendered in favor of plaintiffs, Brian and Judith Tracy, and against defendant, the Parish of Jefferson (the Parish) in a non-jury trial. The suit instituted by plaintiffs sought damages for serious injuries Mr. Tracy allegedly received when he fell after stepping on a parish water meter.
