KELLEHER, Justice.

This is a statutory petition for certiorari brought by the Blackstone Valley Electric Company (Blackstone) pursuant to G.L. 1956 (1984 Reenactment) § 39-5-1. Black-stone seeks review and reversal of an order issued by the Public Utilities Commission (commission). The challenged order denied Blackstone's request to surcharge its customers for an increase in the cost of its purchased electricity.
