This is an action brought under 42 U.S.C. § 1983 and Art. 1802 of the Puerto Rico Civil Code, tit. 31 L.P.R.A. 5141, by the mother, grandmother and sisters of Charlie Rondón Ramos (hereinafter the decedent).
