FACTS OF CASE

The 62nd amendment to the Constitution of the State of Washington sets forth the veto power of the Governor. It provides that a governor "may not object to less than an entire section" of a nonappropriation bill. Const. art. 3, § 12 (amend. 62). We hold that the 62nd Amendment means what it says, and that the Governor's vetoes of less than entire sections of the Motorcycle Dealers...
