Plaintiff Alaida Chinea formerly worked as a teacher and assistant professor at the University of Puerto Rico, Cayey University College ("C.U.C."). She filed this civil rights action under 42 U.S.C. section 1983 after not receiving tenure, alleging primarily that she was denied due process under the color of state law.
