On December 10, 1987, Austin Roosevelt Cills pleaded guilty to the only count of an indictment charging him with carrying 17,300 Puerto Rico lottery tickets in foreign commerce. See 18 U.S.C. § 1301. At the same hearing, the Court imposed sentence, following the government's recommendation that Cills be fined $1,000.00.
