The petitioner joined the New York City Fire Department in 1980 as a fire prevention inspector. Thereafter, the petitioner was arrested and charged with the crime of receiving unlawful gratuities, arising out of an incident which occurred on January 3, 1983. Eventually, the petitioner entered a plea of guilty to the crime of attempted receipt of unlawful gratuities...
