Defendant-appellant Board of County Commissioners of Butler County, Kansas, (County) appeals from the district court's ruling granting judgment for plaintiff-appellee Susan B. Allen Memorial Hospital (Hospital). The Hospital was awarded $1,199.40 plus interest and costs for the medical bill of Robert L. Welch.
