NORTON, Judge.

Appellant initiated this civil suit on July 25, 1983, and requested the court to order Hennepin County Child Protection Services (HCCP) to file a report with the court as to its allegations and conclusions of child abuse.

Upon a Minn.R.Civ.P. 12.02 motion to dismiss, made in 1983, appellant's claims of negligent interference with contractual relations and negligent infliction of emotional distress were dismissed. In 1985, appellant...
