In this case, we are asked to decide whether the Attorney Grievance Commission was authorized to investigate the plaintiff's client trust accounts and, if so, whether the commission was authorized to conduct that investigation by issuing a subpoena duces tecum to the plaintiff prior to the issuance of a formal complaint by the Attorney Discipline Board.
