On February 13, 1988, defendant Billy J. Sanders was charged with the offense of driving under the influence of alcohol (DUI) in violation of section 11-501 of the Illinois Vehicle Code (Ill. Rev. Stat. 1987, ch. 95 1/2, par. 11-501). On March 31, 1988, the circuit court of McLean County found the arresting officer did not have reasonable grounds...
