The facts of this case are as follows: On December 21, 1983, at approximately 10:30 p.m., a major snowstorm began to create hazardous road conditions throughout Berks County, Pa. The snowstorm lasted until 6:30 a.m. the following morning. At approximately 6:43 a.m., plaintiffs were involved in a serious multiple automobile accident.
