On rehearing en banc, Harlene H. Barnett appeals from a decision of the Industrial Commission denying her total and permanent benefits for a work related injury to the brain and subsequently sustained by a panel of this court in Barnett v. D.L. Bromwell, 4 Va.App. 552, 358 S.E.2d 767 (1987). For the reasons that follow, we reverse the decision of the commission....
